Research On Urban Spending Type Poverty In Liaoning Province

Poverty means people will be restricted social economic function and social participation.Due to that,meeting human basic survival needs and maintaining their general social status become hard.Affected by the transformation of economic development and urbanization process,urban poverty problem is increasingly deserved to arouse people's concern.As an old industrial base in northeast of China,it is both opportunities and challenges when Liaoning province facing the current economic system reform and economic restructuring.At present,Liaoning urban poverty presents spending oriented type and regional differences exist.In this paper,a new concept is proposed,that is spending poverty burden coefficient.It can reflect the ability of people fighting with spending type poverty risk to promote the study of urban poverty of spending type in Liaoning province.The coefficient is calculated by the following two steps: First of all,using total consuming expenditure minus disposable income,calculating the D-value.Secondly,calculate the ratio of D-value and total consuming expenditure which contains consumption propensity.Spending type poverty mostly comes from rigid spending suddenly increase,causing living standards decline.Rigid spending increase in education,health care,and housing are important cause of spending type poverty.Thus put the three kinds of consuming expenditure data into coefficient type as independent variables in constructed model equation.Using recently related panel data of 14 cities in Liaoning province estimate coefficients of the equation and analyze the result that can make us clear different influences of education,health care and housing consuming expenditure on the ability of people coping with spending type poverty.At the same time,analyzing regional urban poverty differences of Liaoning province is helpful to promote personalized development of every city.On the basis of above analysis,the author proposes some suggestions about how to fight with Liaoning urban poverty.The adjustment of poverty definition and classified social relief are needed by spending type poverty.When solving the problem of urban poverty in Liaoning province,we should not only pay attention to the actual income of urban residents,but also view it from the perspective of secondary distribution to prevent spending type poverty risk and through integrating social resources distributing spending type poverty risk to ensure people's actual living standard.
