Society of current our country faces transition, social conflicts frequently, has received great attention for social conflict prevention and solution mechanism in the science fair to obtained a lot of achievements. This paper aims to explore how the construction of government ruled by law in the process of social contradiction effectively prevent and dissolve. This paper will use the method of literature study, literature review method, contradictory analysis method, linking theory with practice method, and combined with the basic knowledge of economics, political science, law, psychology.This paper is composed of four parts:The first part has an research on the social contradiction theory necessary comb, the general social contradiction, social contradiction and its characteristics were investigated. This is the logical starting point.The second part discusses the reasons of social contradictions in the transformation period, the actuality, the study thinks this is mainly manifested in the polarization, the chances of survival difficult, State-peasant relations tense, Government Behavior Anomie, value conflict, social system imbalance, lack of trust in seven aspects. The author from the economic, political, ideological and cultural level discusses the causes of social contradictions in the transformation period.The third part discusses the legal government play a role in solving the social contradictions.The author thinks that this function depends on the government under the rule of law has the special characteristic, namely power limited liability, legal, information openness, service people.
