A Study On The Advantages And Disadvantages Of Informal Communication In Local Go’vernments Operation

China’s local governments is made up of the provincial, city and township government, localgovernments are the critical elements of our national institutions, they are not only the implementation ofstate policies, and also the local policies makers, they are the key factor of china’s economic and socialdevelopment. Therefore, to constantly improve and perfect local government’s operation mechanism and toensure that the local government operates efficiently is an important part of the reform of china’s politicalsystem. The improving of local government’s operation mechanism can’t without a series ofcomplementary measures, this article discusses how to optimize the local government operation in theview of perfecting informal communication between local governments.The article introduces “local knowledge” into the study of local government operation,and carrieson the study on the combination of “local knowledge” and informal communication, points out that theinformation is inevitable in local government’s operation. So, administrative activitiescan promote smoothly not only depend on the strict, imperative, top-down official communication path,and also depend on the informal communication path because it has many obvious advantages such asvarious forms, direct communication, rich contents, and flexible way, etc, it plays an irreplaceable role inensure local government make correct decisions and improve the local government decision-makingexecutive maneuverability, but the uses of informal communication should pay attention to the occasion,way and degree, This article is divided into five parts: The first part is the introduction, mainly on the topics of the cause of this subject, the significance ofthe topic and the research design;The second part is the core concept and related theory foundation introduction, including the conceptof informal communication, local knowledge and the “bounded rationality” decision theory;The third part explains the reasons why informal communication exists in local government operation,mainly including make up for official communication’s rigid defects, coordinate local government’sresources allocation and administrative staff’s “dual role”;The fourth part analyzes the informal communication’s positive and negative effect to localgovernment operation from both positive and negative aspects; points out that informal communication issignificant to local government, but “over-relationship has adverse effects to local government;The last part definitely puts forward the “reasonable control”, indicates that informal communicationcan’t destroy the authority of formal communication, can’t erosion the legitimacy of local government,can’t break the public interest, and put forward the corresponding countermeasures.
