As the result of deepening the reformation, China is undergoing a major transformation in many aspects. In order to get through the transitional period smoothly, Chinese government set the overall goal in this period, which is developing the socialist system and promoting the modernization of national management system and management ability. In this paper, by reviewing related documents, the author regards the key point of realizing government reformation is to improve the government communication. Government communication is influenced by habitual defense mechanisms. Therefore, the focus of this thesis is to analyze the government communication barrier mechanism and explore the reform methods of governments.Through the perspective of regional competition and research results of communication in different disciplines, the author considers that the essence of communication is the pursuit of expectations, and eventually reaches cooperation. In addition, according to the game theory, the author finds out competition is essentially a kind of incentive mechanism to promote the subject to achieve their goals better. So in the process of exploring the cooperation between local governments, this thesis researches the better ways to solve the conflicts between the local and the region as a whole.Through the analysis of the history and current status of communication barriers, the author concludes that the cause of communication barriers is regional competition, group psychological defense and administrative ethics anomie and so on. Under the analysis framework of organizational learning theory, the author researches how to overcome the defense mechanisms better, communicate with other local governments efficiently and achieve win-win result in the process which the local government pursues interests in their own regions. Finally, with the administrative ethics, repeated game theory and the analysis result of organizational learning theory, the author put forward some operational plans to solve communication barriers in local governments.
