"District Manage Communities Directly":Innovation And The Limits Of The City Community Management System

Community management system is an important aspect of the grass-roots social management system, it is particularly important to innovative urban community management system for urban population accounted for more than half of China’s total population. Increasingly exposed the drawbacks of the traditional grass-roots social management system, how to reform the traditional grass-roots social management system, establish a new urban community management system to become the starting point and goal of this article.The Tongguanshan District of Tongling City in July2010, carried out the structural reform of the "Direct management communities", and six neighborhood offices have been revoked, the49small communities were merged into18communities. To the end of August2011, the main city of Tongling City,10neighborhood offices have all been revoked, and61community residents’committees have been consolidated into23larger communities, which made Tongling City to become only a revocation of the streets within the city Office of cities, Tongguanshan District of Tongling City the "Direct management communities" comprehensive reform is a major innovation in China’s grass-roots social management. Ⅰ believe that the Reform behind the Tongguanshan District " Direct management communities " comprehensive reform to reduce levels of government, improve efficiency, reduce government intervention to improve the community’s capacity for self-government and society of diverse cooperative governance, and foster the value orientation of social organization community reform of small and medium-sized cities or big cities have a certain reference.This article is divided into five chapters, the first chapter is introduction section, this chapter includes six aspects, the origin of the study, the significance of the study, the status of the domestic and international research, the theoretical basis of the study, research methods and content of the main content of the study. The second chapter is a review of several models of the management system reform of China’s urban communities. The third chapter describes the background of the Tongguanshan District to implement the reform of the integrated management of the district straight community. The fourth chapter describes the main approach and initial results of the management system of the Tongguanshan District. The fifth chapter describes the limits and development of the comprehensive reform of the Tongguanshan District.
