Research On Management System Reform In Urban District And Community

Nowadays,urban area is becoming an important part of the society in our country while it plays a basic role in maintaining the harmony and stability of the whole society.Sub-district and community are at the lowest level in the urban society.Thus,they are more sensitive about the change in the society and can make the management system get more effective reform.In our country,through the urban society governance innovation in most of the cities,it is more possible to put the work focus in district and community.As a result,the researches on sub-district and community system reform not only have extremely important realistic value in the urban society governance innovation,but also have great realistic impact on the construction of the governance system and ability in the whole country.Through document,case analysis and face-to-face interviews,this article studies the roles that district and community play in urban management with new methods and measures.Also,it briefly elaborates theoretical research framework in sub-district and community system reform.This article uses 'THREE VERTICAL THREE HORIZON'model in J sub-district as an example and analyzes this model in the relationship between exploration and practice,measures and effects in the reform.Meanwhile,this article discusses the problems and reasons in the sub-district and community system from four levels:improved laws and regulations,not enough young talents,rationalized operation system and people's weak sense of participation in this system.On the base of the analysis,this article puts forward suggestions about policies in improving the 'THREE VERTICAL THREE HORIZON' model and deepening system reform.Firstly,improving laws and regulations on the level of sub-district and community needs to speed up and the process of the rule of law about community needs to accelerate.Secondly,the construction of talent team needs to be strengthened with the selecting,cultivating,managing and application of the talents.Thirdly,multi-agency and co-ordination mechanism has to be improved.The relationship between'District-Sub district-community' has to be sorted out,thus promoting the benign interaction between them.Forth,we should concentrate on improving grassroots people's consciousness of taking part it in sub-district and community affairs.
