Research On Community Construction And Management Innovation In Jianye District, Nanjing

From the beginning of the 21st century,our country has entered a comprehensive promotion of the construction of urban community for ten years,the eighteenth national congress of the communist party of China with particular emphasis on:in order to build a harmonious socialist society,should promote social management innovation and breakthrough,provide strong guarantee for social stability operation.Community management is part of the country to supervise and control the whole society,community management is to explore the implementation during the new period of our country public management at the grass-roots level and cultivate social autonomy ability of a new type of governance model[1].In recent years,the Chinese government departments have paid a lot of attention to urban grassroots autonomy,how to establish and improve the urban community autonomy system,and promoting the harmonious development of society is the problems need to be solved forehead and perfect in China.The reform of community management system has been our focus.On the basis of obtained certain achievements in reform,we can find out that there are still some problems with the current community management under new situation and the new normal of community governance.For example,on defining the community with the government at a higher level of administrative functions,what should be borne by the district government or street agency,what are the functions and powers should be released to the community has not yet to completely clear;On the meanwhile,the change of the economic structure transformation promote urban management,so the original " government management is given priority to,social autonomy is complementary " management model to a certain degree of innovation.In order to meet the needs of the development of modern society,our country government departments to actively promote urban construction at the grassroots level for the urban community to provide policy and financial support,guarantee the urban homemade democracy at the grass-roots level.According to the above theoretical analysis,the article combined with the specific development of the Nanjing jianye district in recent and reform strategy:to strengthen the community party committee,promote the community residents autonomy,establish "three will stop" working mechanism,the residents' committees "5 + X" as the core organization,"four report a review" mechanism,etc.and analyzes the defects in the process.At the same time,according to the related policy and development goals,we can provide further corresponding suggestions and measures.
