Innovative Research On The Management Model Of "subdistrict Office-community" In My Country

the sub-district office is a resident agency of the city or district government.As the bottom facility of city governance,it has been playing a very important role.With the dramatic change of the urban economy and society of our country,the content of the grassroots governance of the sub-district office has changed as well,the former demand of governance doesn't fit the new requirement of city governance,and has some conflict with the community construction.In practice,the relation between sub-district and community,the working method of the two affects the result of urban grassroots governance,the development of the district,the happiness index and the stability of the society.For now,the sub-district and the community has on some level become superior and subordinate,the former has been assigning a great amount of administrative work to the latter because the sub-district is in control of both the personnel and finance,which caused the functionality of community can't be fully achieved.The current situation is due to various reasons.Therefore,how to straighten out the relation between sub-district and community,and what's the working method should be has been a very popular subject among scholars and district government community staff.The focus of current innovation mode of urban sub-district and community governance lies in how to "orientation?devolution?empower and being present".Domestic researchers and practitioners are mostly concentrated in whether the sub-district office should be abolished or not.In my paper,I analyzed current situation of urban grassroots governance system based on my working experience in a sub-district office,to state some attempt by sub-districts of Xi'an as well as other cities,and try to make a comparison of their innovation methods;In the respect of the relations between sub-district office and community,I firstly teased out a several patterns of urban community construction,to get some inspiration;and then analyzed some salutary experience in social governance of some western countries as well as Hong Kong and Macau of China.Based on all the above statement and analysis,I'd like to come up with a innovative reconstruction method from division of function,We can't just study the sub-district office innovation mode and the community governance mode separately,but to regulate both sub-district office and community governance systematically,integrally and synergistically,to avoid the ambiguity of power and duties as well as unreasonable assignation.organization rebuilding to system security,in order for the sub-district offices and communities to play a better role;to carry forward the innovation of urban grassroots governance,to construct a linkage mechanism among the governments and inform a new structure of urban governance where government management and multi?governance of the society are in perfect complementary.
