Research On The Information Communication Mechanism Of Public Safety Based On The Social Capital

A perfect emergency management mechanism is the prerequisite and guarantee of the effective crisis management by government. The information communication mechanism make a great influence on the practical function of the whole emergency management mechanism. The information communication includes information collection、transfer to the final decision and the information processing. Whether it is timely、accurate and objective from the sender to the receiver or to be a great extent on the decision of the government whether can give the right analysis and judgment before the outbreak of the public safety events or in the first time, it is also make an impact on the decision of the related emergency department. The social capital theory originated in the1980s,is a new perspective in this area. The society is a big capital, the social network、trust and cooperation、individual and organization capital and so on. which includes the micro capital and the macro capital are make a great influence on the interests of the social citizens、the government and the countries in the events. therefore, the public safety also needs the maintenance by the social public. In an increasingly and complex social world and the diversified background of the world, it is need to integrate a public security management network and collect the social capital into the management of the public security. It is sure that the social capital make an important role in the management of the public security. Nowadays, the information communication mechanism in our country is not perfect and there are also many shortcomings in the management of public safety, the author put forward to make full use of the social resources and give lots of specific measures to ensure that the sound of the information communication mechanism and promoting the management of the public safety.This article is from the angle of the view of the social capital, firstly it expounded the related theory of the social capital and the public safety information communication mechanism, then give an analysis on the combining site of the two. In other words, the society is belongs to everyone, so the public safety needs the maintenance by all the social public and gather the social capital into it. Then the author discusses the positive meaning of the social capital on the public safety information communication mechanism.----to ensure the information communication timely、ensure the channel smooth and reduce the barriers of the channel of the information communication. In the second part through the combining the conditions of China and the practical examples, this paper make an analysis on the prsent present information communication mechanism in our country. for example, the low rate of the social public participation、the social problem of trus、low efficiency、the information communication channel is not smooth and so on. In the last part,the author suggests that make good use of social capital and put forward some specific measures and countermeasures of the construction of public safety management,which are on the basis of the problem in law﹑subjects in the communication and the mechanism itself. The main purpose to write this thesis is as follows. To begin with, attempt to analyze the problems and strategy of information communication mechanism from a network perspective of social capital. Social capital field which means the mutual base existing between aspects of social network capital and the main unit or process of the communication mechanism.The current academic circles have made lots of research about public information safety and communication mechanism,while fewer scholars discuss its public srcurity in the perspective of social capital as well as those who study its information communication mechanism.This is themain cause why we start from the mutual cases between with the hope of inspiring the later research.Moreo ver,one typical feature of this boos is the correspondence analysis between social capital and informati on communication mechanism.In the book, it regards social capital as a large unit of network in which each factor plays an important role.Meanwhile,the the public security easure its founction.So,there ex ists many mutual aspects between the administration of social public security and the theory of social capital.There is no denying that development of public information communication mechanism securi ty will not only improve the standard of social public administration, but also a better method adopted to enhance the ability of government administration...
