In a new century, along with China economy development and income increase, people have a higher expectation and requests on food safety. However, the food safe is getting worse due to a multiple factor during food manufacturing and trade flow. Recently, people are losing the confidence on food safety since a frequent unsafe food issues happened both domestic and aboard. Thus, people have a strong expectation on food safety, which is highly associated with our daily life not only on improving life quality but also the health and safe of life, and also it highly affects the stability, economic development and national image as well. So the food safe has been a critical issue cared by every county.On 1st June,2009, our country’s The Law of Food Safe officially issued, which is a milestone. It rebuilds our country’s Food Safety, sets a new role on Health administrative departments under the State Council for a comprehensive coordination on food safety; The food manufacturing, trade flow and catering services will be highly supervised and managed by The quality supervision department, Administration for Industry and Commerce and the State Food and Drug Administration in line with The Law of Food Safety. And also, State Council sets a food safety committee within central government; And every regional people’s government coordinate and organize for a practice. Besides it, all food industry associations are requested to train and educate food manufacturers to respect the Law of Food Safety. And also request coordination by press to communicate the rules and principles of The Law, and criteria of Food Safety. The latest Law further states the food criteria, abolishes the system of exemption and establishes the system of punitive damages. The pity is that The new Law does not highly address the most critical point on food safety supervising and related legal practice, which shows that our country’s food safety supervising is not systematic and a lag of legal system and food safety criteria. So still we need a long way to go on food safety supervising. The article studies on domestic and global food safety, and propose a framework with 4 tiers as principle, entity, security and supervising system on food safety and was integrated into a food safety supervising system. And also it contrasts the difference between the developed country and our country, summarize the questions on food safety supervising system and direction of improvement.
