Citizen Consciousness And Service-oriented Government Construction

Premier Wen Jiabao pointed out in the 2012 A reporter asked: "Any reform must be theawakening of the people and support." The goal of building a service-oriented government as theadministrative reform also requires the development of civic awareness of the people to promotethe construction of service-oriented government process. Under the guidance of this concept,systems analysis role in promoting the development of civic awareness on the construction ofservice-oriented government and our citizens awareness of the status quo are discussed, andways to foster civic awareness are described.The first part of the system expounded the meaning of civic awareness. Civic awareness refers toawareness of the citizens of a country of their own position in the country, have the rights andobligations, including the national consciousness, the sense of democracy, the rule of lawawareness and international awareness.The second part discusses the role in promoting civic awereness on the constuction ofservice-oriented government. Service-oriented government is a systematic project. To build aservice-oriented government, you must first establish a philosophy of service, civic awareness tohelp government staff aware of the power from the people to grant, and make people aware oftheir ownership status, and thus establish a standard consciousness of the citizens, promote thebuildingof the concept of government services;to build service-oriented government must also improvethe level of public services, civic awareness to build a communication platform between thegovernment and people, to help citizens to reflect their own needs, and actively promote theresponse of Government to the needs of citizens, thereby enhancing the level of public services;an important part of the administrative and a service-oriented government construction accordingto law, citizenship can improve awareness of supervision by the masses, regulate the behavior ofsupervision by the masses, and improve the channels of supervision by the masses, therebystrengthening the supervision of the masses, promote administration according to law. Higheradministrative efficiency is a necessary condition of the service-oriented government building,citizenship can help to improve the political and professional quality of the civil service, improvethe efficiency of government administration.The third part of the status of awareness of our citizens and service-oriented governmentconstruction ,since ancient times, China is a unified multi-ethnic country, affected by a strongnational consciousness of our citizens, to reaffirm the authority of Government to enhance the appeal of the policy, promote the construction of service-oriented government. But by the feudalautocratic rule and the inadequate development of market economy in China two thousand years,the official standard consciousness of our citizens, is not conducive to the establishment ofgovernment services concept. Current awareness of the rights of our citizens to develop but isstill not strong, and weaken the effectiveness of the supervision of Government officials andtheir behavior ,and current awareness of the rights of our citizens is not conducive to thegovernment administration according to law. The lack of international awareness, can noteffectively participate in international affairs to the detriment of the government opening up.PartⅣof the ways to foster civic awareness described, the need to nurture civic consciousnessmust develop a market economy, the economic foundation for the cultivation of civic awareness;the development of social organizations to provide the organizational foundation for thecultivation of civic awareness; by strengthening legislation, strict law enforcement ,impartialadministration of justice to promote the rule of law, establishing the rule of protection for thecultivation of civic awareness; the importance of the family of civic education, strengtheningschool civic education, strengthening social citizenship education to strengthen civic education,to establish a value-oriented to foster civic awareness; the same time, the cultivation of civicawareness through the promotion of civic culture to create a good cultural atmosphere, topromote civic culture, we must adhere to the principle of party spirit, active use of new media,strengthen the management of the network leaders.
