The New Rural Community Construction Of Public Service Research

In the Fifth Session of the Sixteenth Central Committee of the ChineseCommunist Party, the overall goal about the construction of the new rural area wasproposed, that is ‘production development, life well-off, countryside civilization,village neatly, management democracy’. To improve the system of the new ruralcommunity service and strengthen rural community service are the important parts toconstruct the new rural community. The government should break up the previous‘dichotomy’, and introduce the ‘mechanism’ to allocate resources, and create a newway about the resource allocation in rural areas in the aspect of the construction of thepublic service community, so it will help resolve the issues of the public interestswhich are the most realistic, direct, and concerned about for the rural residents. whatthe rural public service and community construction is to meet the diverse demands ofthem on the service. it’s also a mode and a process to optimize the allocation of thepublic resources using the rural communities. The effective ways to promote publicresources spreading to the rural area are based on rural community bearing units toprovide public service and realizing the public service community supply through theconstruction of the rural community.The paper is finished after reading a lot of relative works of literary. it is dividedinto4parts and the framework of each part is as follows: The first part, it elaboratesthe background,purpose, significance, train of thoughts of the research based onanalyzing the method and the basic concept and combing the background of domesticand overseas and the research status. The second part，it is from a theoretical point toanalyze the correction of the rural public service community on social, economic,political, cultural, policy environments. The third part, it states the operationperformance and practical dilemma about the construction of the current rural publicservice community in our country. The fourth part, it mainly discusses the strategyabout optimizing the construction of the rural public service and it puts forward somerelative policy proposal from the aspects of community organization,communityparticipation, community investment and division of the right boundary between thegovernment and the community.
