Study On The Influence Factors Of City Residents’ Community Participation

Community construction is the promotional power of city development, Community participation is a driving force in the community construction. Although China’s going on the administrative system reform, at present our country’s community"s neighborhood committee also has a strong administrative color. Community participation is mostly mobilized participation. We must study on the influencing factors of the residents’ community participation under the background of mobilizing community participation. Otherwise the research’s authenticity and credibility will be lost. Under the mobilizing community participation, what is the status of residents’community participation.What are the factors that affect the residents’ community participation.This paper thinks that the study of residents’ community participation must be based on the individual research; Most of the residents community participation is a rational action and a dynamic process. So this paper uses the rational choice theory, starts from individual actors, based on the "Healthy Hubei" national action plan and the relevant literature and field research data to To deeply analysis the status of community residents’participation under the mobilizing participation background, then analyzes the influence factors of community participation. Through deeply analyzing of the residents action process, this paper finds that specification, value and capital are the influence factors under the mobilizing background. Specification mainly refers to the institutional and non institutional specification. Institutional specification such as legal, institutional, community regulations plays a mandatory role in the residents’community participation. The community participation limited to the institutional norms are mandatory and passive. Non institutional norm mainly refers to the customs, cultural conventions and habits of the community residents, which forms stress to community residents. Capital includes capital adequacy and capital shortage. In general,community elites have sufficient community social capital, and their participation is to seek capital regeneration. Low income people are capital shortage group, they rely on the community’s neighborhood committee to get resources and sometimes they have to take part in the community’s volunteer work. Value is a kind of use, which includes the value of public goods, ego needs and the realization of organizational value. The public goods are non competitive and non exclusive,so get public goods and resources have become the residents’participating reason. After old people’s retirement, there will always be a sense of futility and isolation, which can be eliminated by participating the community activities. In order to gain legitimacy,the informal community organization such as the elderly association, the singing association and dance association will actively participate in community affairs. The combined effect of specification, capital and value, forms the influence factors of community participation analysis framework.This article analysis the action mechanism of specification, capital and value. On the one hand, it describes the community residents participation situation deeply and objectively, which lays the foundation for analyzing the influence factors of community participation. On the other hand, study on the specification, capital and value further enriches the academic research on the community participation factors. In practice, it’s advantageous to have a clear understanding of the residents community participation motivation, form a better mobilization mechanism and improve the residents community participation rate. This study bases on the "Healthy Hubei" national action plan, the sample number is not sufficient,so the conclusion of the study has some limitations, which is hoped to be corrected by the further study.
