The network era has profoundly changed people’s lives. The emergence of electronic commerce is a typical example. Owing to its unique features, e-commerce has become one of the beneficiaries and leader of the new generation of scientific and technological revolution. The main functions of e-commerce are beyond the limitations of traditional business entities. Though the access threshold is relatively high, once it is permitted to access, the subsequent development of e-commerce is more convenient than the traditional business entities. Therefore, the access system of e-commerce is a top priority for its commercial development. This paper adopts the empirical analysis method to give a more comprehensive summary of the main system of existing e-commerce. It believes that at this moment, there are three basic levels of its system, namely, the basic system, registration and management system and the specific system of market accessing. It seems that there are good frameworks of the above three systems. However, they still need some improvements actually. First, the vulnerability of the legislative level; second, the legislation procedure is not uniform; third, the inefficiency and cumbersome process of the approval procedure; last, the regulatory system is still lagging behind. All these issues make it necessary to establish the market access system for e-commerce entities. By virtue of this new system, the market behavior will be regulated; the tax acquisition is stable; the interests of consumers will be protected and the jurisdiction process will be more convenient. So the establishment of the system has given the solutions of the problems proposed. Therefore, the market access system of e-commerce entities shall meet the following reqiurements. First, the regulatatory functions of the administrative organs of industry and commerce shall be improved. Second, the differentiated check shall be realized in view of e-commerce entities qualifications. Third, the registration and publicity of the e-commerce entities needs to be implemented. Fourth, the profound credit system for e-commerce entities shall be established. Last but not least, there will be punishment for the e-commerce entities which are not qualified but already accessing into the market.
