Research On Forest Protection Policy In Laos

Forest resources are the most significant natural resources in Laos, however dueto multiple reasons those resources are diminishing. In order to preserve forestresources, The Lao government formulated multiple policies and adopted variousmeasures but their implementation is dissatisfactory. This study focus on ‘Laodeforestation and protection policies’ as a research object, and Smith’s policy processmodel is being employed to support my argument. Quadruplicate analysis of the Laoforest policy to Find out that Laos forest policy problems and their improvements,countermeasures and policy recommendations have been discussed.This paper is mainly composed of four parts:The first part is an Overview of Forestry Policy Development. This sectiondiscusses the area of Lao forest resources, Taxonomy of trees, their distribution andenvironmental impact of deforestation in Laos.The second part of the paper is about deforestation and the implementation ofpolicy. This section describes the evolution of the Lao deforestation and protectionpolicies. It is divided into three phase:1975-1989,(1989-1996) era of the meeting ofthe National Forest,1996(forest law) to the present times. Through the three stages ofevolution, Lao deforestation and protection policies are summarized as the follows: eliminate Shifting Cultivation policy, Harvesting/deforestation plan and user fee, Seedcollecting Combine policy, Timber export policy, Biodiversity conservation policy,Laos forest Act.The third part is about the Lao forest harvesting and conservation policyimplementation process model analysis, by implementing Smith’s policy processmodel; it will use four factors to analyze the Lao Deforestation and protection,Idealized policy, implementing agencies, environmental factors and target groups. Through analysis the existing problem of an implementation of deforestation andprotection in Laos including policy formulation is imperfect, Policy implementation is not ideal and policy evaluation and Monitoring is not standard.The fourth part is to improve the Laos deforestation and the protection of policyrecommendations, At first introduction of the deforestation and protection policy ofEngland, Japan and China then policy recommendations on the Lao Deforestation andProtection policy are proposed.
