Study On The Problems And Countermeasures Of Public Fire Safety Management In China

China has entered the new development period which is the TwelfthFive-Year Plan time. With the rapid development of economy，the public firesafety management of our country has made great achievement， but thedevelopment of the fire safety management still lags behind the high speeddevelopment of economy.So there are still a lot of shortages of the legislation，practice， and many other aspects which are major factors restricting thedevelopment in the economic security. Therefore，it is necessary and urgency toraise the level of the public fire safety management in reality.For the public fire control safety management in our country starting later，the related research system is not enough which are lack of comprehensive andtheoretical depth and the hierarchical level is not high，so the guidance function islimited. So this paper based on the related theories of economics and managementand law，commenting on the past researches and effectively，constructs thetheoretical analysis framework of the public fire safety management and takes itas a guide of anatomizing the disadvantages of the public fire safety managementin our country to find out the causes of the problems.At last，the paper come upwith the feasible countermeasures from the macro and micro levels based on theadvanced experience of the developed countries. The paper is divided into sixchapters:The first chapter is the introductions. Firstly，it explains the purpose andsignificance of the paper. Secondly，it is literature review which describes therelated research achievement of the public fire safety management and gives a simple assessment. Then，it illustrates the contents，ideas and the possibleinnovations and shortcomings of the paper.The second chapter is the theoretical analysis of the public fire safetymanagement. First of all，it analyzes the concept and connotation of the public firesafety management in this paper. Secondly，the chapter analyzes the necessity ofimproving the public fire safety management from the theoretical and realisticaspects.Finally，the chapter analyzes the composition factors of the public firesafety management including fire control organizations and their staff，fire controlfinancial supply，the legal system，fire control culture and fire intermediary.The third chapter is the analysis of the problems of the public fire safetymanagement in China. This chapter analyzes the current situation of the publicfire safety management and finds out the problems including that the legal systemis not perfect and the organization construction are not perfect and the fire controlfinancial supply is not enough and the development level of the fire intermediaryorganizations is not high and the lack of the fire talented and the fire educationand the awareness of the citizens.The fourth chapter is experience learning of the public fire safetymanagement from the developed countries.From four aspects of the building ofthe fire control organizations and fire team，the fire control financial supply，andthe fire control education and fire intermediary organization，the chapter revealsthe practices of practices of the public fire safety management of the developedcountries such as USA and Japan to get some enlightenment.The fifth chapter is the countermeasures to perfect China’s public fire safetymanagement.The chapter comes up with related suggestions form includingstrengthening the construction of system and the construction of fire controlorganizations，developing fire intermediary organizations and the fire educations，and optimizing the fire financial supply system.The sixth part is the conclusions. It is the generalization of the paper，giving five conclusions and pointing out the shortcomings of the paper and the directionsof the further research.Because of the limitation of the author’s knowledge and ability of analyzingthe informations，there may be shortcomings of the understanding of the publicfire safety management. In addition，it lacks the quantitative analysis of theproblems because of the lack of related data which also shows the directions ofthe further amendment and future research.
