The author thinks that NGOs are not only the important part of the development ofsocial transformation, but also the medium in which public could participate in socialadministration. As a commonweal organization it provides various social services. The studyof dual nature of NGOs has both theoretical and practical significance, such as strengtheningand innovating social administration, optimizing social resources, buffering the disadvantagesof “market malfunction” and “government malfunction”, improving the mechanism andfunction of NGOs, speeding up the process of social stability and harmony.Shenyang Trade Association was chosen as the object of study, and in more than twoyears of research and data analysis, the author trying to answer the question is: How to headinto the evolution of NGOs, to analysis its advantages and disadvantages in practice, then toexplore ways and means of getting more social resources and make full use of it, therebybalancing various demand in this transitional period of our country. In other words, if we donot give time and space to NGOs to develop in this special background, that is to say oursocial construction and management is not comprehensive and scientific.By using the method of documentary research, interviews and case analysis in this paper,through the analysis of evolution, present situation of Shenyang Trade Association, the authorfound out the scale, management and system of NGOs in Shenyang have already achieved thepattern just as a metropolis requested. In the meantime, we must recognize we have to adjuststructure and increase the level of NGOs in Shenyang. It is also a major task of reformation.The conclusion of this paper is: In the process of social progress with government-ledsocial transformation, while our government is moving in the direction that could satisfy avariety of demand, therefore the existence and development of NGOs comply with the logicof theory and reality. However, NGO is a sword with two blades, continue to strengthen thissort of research is necessary.
