Transition period, in the transition from the old era, conflicts, competition,pressure filled with various areas of social development. Civil servants as the exerciseof public power, of government functions implementers and social managementservices, increasing people’s attention. In recent years, some scholars began to bewidely discussed staff psychological contract theory is introduced into themanagement of the civil service, has opened up a new direction for the civil servicehuman resources development and management. In the context of socialtransformation, based on the perspective of civil service human resourcesmanagement, to explore the interaction between the executive group of theGovernment and the civil servants expect to reveal its influencing factors, not onlyhas an important impact on the efficiency of the civil service and work attitude, andthe Government the establishment of a shared vision of the administrativeorganization has a decisive role. According to the available data indicate that: thestudy of civil servants psychological contract is still in its infancy. This is due toselect the Civil psychological contract research, trying to build a harmonious andeffective civil servants psychological contract.The paper uses the survey method, the degree of fulfillment X200civil servantspsychological contract research, with the SPSS statistical analysis software for theanalysis of raw data, summed up the different gender, different ages, different lives,different administrative levels, perception characteristics of the differentqualifications of civil servants psychological contract and can be compared. Trendsand characteristics of the transition period, starting from the transition period for civilservants psychological contract, findings, to build a harmonious psychologicalcontract between the administrative organization of the Government and the civilservants. A link to expect to be able to give full play to the Civil psychologicalcontract, to strengthen the exchanges between governmental organizations and publicservice, to promote the realization of the shared vision.The results of this study show that the official individual administrativeorganization for the fulfillment of the psychological contract of civil servants than theofficial individual psychological contract for the Civil Service degree of fulfillment,in which the administrative organization of one of the organizational responsibility "to provide jobs" exchange the responsibility to fulfill the worst performance of best tocreate a harmonious interpersonal atmosphere." Gender, age is a significant effect onthe psychological contract for the Civil Service, work experience, education had nosignificant effect on the overall level of organizational responsibility, administrativelevel did not affect the overall level of the Civil Liability. In light of these conclusions,build dynamic management of the psychological contract, pay attention to the civilservice career planning, smooth government administrative organization of internalcommunication channels and the establishment of a common vision, a reasonableconstruction of the civil servants psychological contract put forward opinions andsuggestions.
