Researches On Enhancing The Party’s Governing Capability Under The Condition Of Information Cybernation

The information network has opened a new era of human social life. Along with the progress and development of the material world, a digital world appeared in the process of network information, which achieves the organic interaction with the real world. The human various forms of information exchange appears in the extremely large network, which builds a new form of social relations, and effects on the current social and political. In fact, this effect has changed the traditional political environment in China, including the survival of the party organization and operating environment, the party’s construction environment, the party’s governing environment. Faced with the new changes brought about by the development of information network, how to gain and avoid loss, to enhance the governance capability of the Party and to consolidate the party’s ruling status, are a new important topic worthy of further study.Faced with the information network, the ruling party should enhance its governance capability to ensure its first place in the times under the condition of information network. The ruling party how to manage, respond and adapt to the development of the information network, the greatest degree of play to the positive influence of the network in order to consolidate the party’s ruling status, which ultimately, the information network under the conditions of how to strengthen the party’s ruling capacity building. That is also the central issue of this paper.This thesis consists of introduction, body and conclusion.Introduction includes background, research status, the significance, and the difference between this thesis and other thesis.The first part analyze the political function of the information network. On basis of analyzing five kinds of functions:the information network dissemination of information, citizens’ political participation, discussion and consultation, ideological re-education, power supervision, it concludes that the information network is not only an objective reality, but also a basis of enhancing governance capability of the ruling party. It’s not suitable to simply consider information network as the means of a high-tech.The second part analyzes information networking’s positive impact on enhancing governance capability of the ruling party. Starting from the point of view of enhancing governance capability of the ruling party, this part explores the role of the information network in this area. Because the ruling party governing the country relies heavily on information, the information network brings a rare historical opportunity to the party for its creative means of information dissemination, adoption, collection and management.The third part analyzes how to enhance governance capability of the ruling party with the information network conditions. This section proposed four network platform in order to enhance governance:the network of political, electronic party, network monitoring, network party building, which is based on the analysis of chapter two.The fourth part, analyzes the challenges of enhancing governance capability of the ruling patty under the condition of information network. The development of the Information Network brings about not only the opportunities for the party to enhance governance capability, but also new challenges. Challenges are mainly from two aspects: one is its own reasons of network pseudo-public opinion and the internet public opinion, the other results from the ruling party’s governance capability lagged behind the development of information network. The fifth part analyze the response measures of enhancing governance capability of the ruling party under the condition of the information network. For the challenges of enhancing governance capability of the ruling patty under the condition of information network, it explores targeted responses in enhancing network management and improving the quality of the ruling party.The conclusion proposed the overall goal of enhancing governance capacity of the ruling party and the theoretical and practical issues that need further exploration.
