Research On The Ability Of Leadership In Economic Work Of The Communist Party Of China' After The People's Republic Of China Founded

The economic development is the core and foundation of the development of the national strength, and the leadership competence of the economic construction is the main aspect of the governance capability of the Communist Party of China (CPC). Therefore, the Party's ability of leadership in economic work is an important reflection of the Party's governance capability. Resolution on the building of ruling capacity of the Party by the CPC Central Committee adopted at the Fourth Plenum of the 16th Central Committee of the CPC says that, at present and for a period to come, the main task of enhancing the Party's governance capability is to constantly improve the ability of controlling the socialist market economy, ability of developing the socialist democracy, ability of constructing socialist advanced culture, ability of building socialist harmony society, and ability of coping with the international situation and handling the international business under the requests of pushing forward the coordinated development of socialist material, political as well as mental civilization. Obviously, the first of the five abilities is of the leadership competence of the economic construction. The leadership competence of the economic construction is an important indicator of the Party's governance capability level. The Party takes the ability of leadership in economic work and of controlling the socialist market economy as the top priority of the governance capability. The CPC always paid great attention in the economic work, and since the very day of its founding, the Party has defined its task as leading the people to build China into a strong, prosperous, democratic and civilized socialist country, and ultimately realize communism. Strikingly, in order to accomplish this task, the foremost is to develop the productive forces, and carry out economic instruction. Consequently, after the founding of New China, the CPC always worked in leading the Party and people to carry out economic construction and to make great efforts in improving the development level of productive forces.After 58 years since the founding of New China, The CPC has leaded the Chinese people to carry out economic construction on a large scale. Today, it has made astounding achievements that enjoy worldwide attention in China's economic construction. By the early days after the founding of New China, the national per capita income was only a little more than 20 U.S. dollars, less than 50% of India, below the average level of Asia as well. Today, China economy size is 2.68 trillion U.S. dollars, ranks fourth in the world. The period from the founding of New China to the year of 2001, China's national per capita income increased from a little more than 20 U.S. dollars to 1000 U.S. dollars, it took China 50 years to get into the well-off society. By the end of 2006, GDP per capita of China exceeded 2,000 U.S. dollars, it rose by 1,000 U.S. dollars in only 5 years. In 2007, the urban per capita disposable income hit 13,786 Yuan, and the rural per capita net income stood at 4,140 Yuan. Compared with the early days after the founding of New China, it was a tremendous change. Contrasted with several hundred Yuan of the employees' per capita annual income, and a few dozens Yuan of the rural per capita income at the period of planned economy, it was a great change over the country.This paper is divided into ten parts:1. It also describes the developing process that the Party steadily accumulated experience in leading the economic construction, gained insight into the economic laws, improved the ability of overcoming the risks and difficulties in the economic construction, and then constantly enhanced the leadership competence of the economic work. The article paper regards the history as the mainline, uses knowledge both of history and economics in combination and employs the comparative method to briefly present the Party's development of leading experience in economic construction: from experience inadequacy into skilful management of market economy. It also analyzes that in the market economy, the Party learned to apply such economic levers as interest rate, exchange rate, price and required deposit reserves, used moderately tight financial policy or expansionary fiscal policy to indirectly regulate and control the economy, which could not only rein in economic expansion but also maintain an appropriate speed of economic growth, and then attain the soft landing. While paying great attention to the development of GDP, the Party's execution of the scientific concept of development, which emphasized on the coordinated development of the economy, society and environment, reflected the promotion of the leadership competence of the economic work and the creative ability of the Party.
