Since the16th Party Congress, the CPC Central Committee with Hu Jintao as general secretary make public opinion guidance strategic deploy as prominent position of improving the governance capability construction, asking cadre of leaders of all levels to make in-depth research on public opinion guidance explicitly, taking effective measures to enhance the ability to guide public opinion, mastering the initiative of public opinion guidance, and improving the credibility, appeal and attractiveness of public opinion guidance. Now our country’s public opinion guidance are comforting with severe situation and unprecedented challenges, the methods of traditional public opinion guidance shows some inconformity with domestic and international situation and inadaptation with the requirements to improve governance abilities, and exists some shortcomings to overcome.
