Since the1990s, the adjustment of national policies,especially the abolition of agricultural taxes, including over plan of township and draw down of village,lead to the grassroots political power of the collective "nonfeasance", in village governance disputes between cadres with masses—namely "the public and private dispute" with family planning, homestead, etc.so it rapidly diminishing or even gradually disappear.at the same time the quickening of the process of urbanization and the market lead to the rural population outflow,a significant increase in farmers’ incomes,obviously improve the living conditions and the expansion of private space because the national strength further secede the rural society,but also varying degrees of reduced "private-private disputes" between families;in short, the past two decades the rapidly diminishing of civil disputes, truly reflect, the rapid transformation of rural society from traditional to modern.The collective "nonfeasance" with the village cadres and market economy effective deconstruction the village community,so that endogenous authority of the decline with rural authority, resulting in civil disputes to the rapid recession of the coordination function gradually to highlight the role of legal mediation.This is not only the inevitable result of the transformation of rural modernization, but also the product of the new period of state power construction and legal concepts to deepen. Self-resolve mode dominant status of civil disputes, as well as disputes and mediation practice logic of the favour,face and the relationship with the impact of the market economy,them gradually to non-family-oriented, rational and in-kind of change,the one hand that the rural society interpersonal distance at arm’s length, weakening of social connection and Villages Community cohesion and degree of recognition with degrees lower, and this is precisely what the most realistic portrayal of the modern transformation of the rural society.The process of social evolution,, neither fixed and inevitable mode, and no the best and most rational state.Social progress, the greatest charm is in its evolutionary process to find the one most suitable for their own path of development. The face of rapid changes in contemporary rural China, how to accurately grasp the context of its venation and trends, and then combined with China’s historical experience and common achievements of human civilization to make the rural society avoid Detours, perhaps this is the real value of the Rural Social Research.
