The civil service accountability system for any modern nation-state and society are the key research issues. The civil service has a dual identity, there is entrusted with the fiduciary relationship, assume the functions of public administration and government. According to the powers and responsibilities of the principle of unity, the responsibility of civil servants investigated has achieved great progress, but in practice there are still many defects. This article from the definition of the responsibilities of the civil service, a detailed analysis of the characteristics of China’s civil service system of accountability for the status quo, as well as shortcomings. Learn from the civil law of France and the common law, civil service accountability, but also draws on the ICAC experience of Finland, to find out the experience of China’s national conditions, to improve our system of civil service accountability. I believe that the ability of the Chinese government, civil service accountability system must be able to get the improvement and development.The first chapter is mainly related to an overview of the accountability system for civil servants responsibility, the responsibility of civil servants, civil service systems of accountability, the civil service accountability system are discussed in detail, and analyze the source of the theory of civil service accountability system, namely the principle of popular sovereignty responsibility of the Government’s request, the rule of law principles. Responsibility for China’s civil service status quo of the accountability system in the second chapter, and the problems were summed up, mainly institutional constraints, implementation, supervision system problems. The reason is that the negative effects of market economy, caused a sense of the civil service responsibility and civil service accountability system is imperfect. The third chapter on the basis of analysis of the civil service accountability system characteristics, and with the foreign system of accountability compared and discussed in detail in the United States, France, Finland, the civil service accountability system, summed up the relevant experience. The fourth chapter is on the basis of absorbing foreign experience, the proposed idea to improve China’s civil service system. The first is to regulate the powers and responsibilities of the relationship, clearly the main powers and responsibilities, and assign responsibilities. Secondly, to build the Chief Executives focus on top-down system of civil service accountability. To achieve the administrative affairs of government information transparency, democratization, but also to improve the system of administrative supervision, to play a supervisory role of the masses. Finally, the emphasis on improving the civil service accountability system at the same time, pay attention to the protection of civil servants should have the right to, especially the right to relief.
