Foreign aid is a very common phenomenon in the international community, Africa is the key area of international development assistance. After50years of development, China’s aid to Africa becomes one of the features of China’s diplomacy, which become a bridge and link the development on Sino-African relations, but also get rid of colonial rule for Africa, and promote economic and social development in Africa to realize national independence and progress to make an important contribution. Since21st century, in-depth development of economic globalization and political multi-polarization that China and Africa are facing new opportunities and challenges, under the impetus of the mechanism of China-Africa Cooperation Forum, China’s assistance shows a new features. Japan is the most important aid country in the world, and also a international community to provide aid to the important countries. Since the1980s, driven by stable economic power and political power desire to rise, Japan improves Africa’s position in Japan’s diplomacy for expanding the scale and intensity of aid to Africa to increase the share of foreign aid proportion, and enhance its influence on Africa. This trend is more and more apparent in the21st century. Thus, Africa is in a very important position in Sino-Japanese diplomatic strategy in the21st century. Sino-Japanese can apply to the aid the development of the policy tools with the relationship. From more than ten years of the21st century aid to Africa aid to the situation, Japan to the aid of the causes, concept, mechanisms, channels and methods reflect some of the similarities and differences that we can see through these similarities and differences between the in the current to the aid of the relationship. And it provides the aid of experience for China’s inspiration and reference.This article is divided into four parts, the first part is the introduction which mainly introduces the background and comparative significance of the Sino-Japanese aid to Africa in the21st century, the domestic and foreign research status and research methods as well as innovative points. In the second part, at first, it introduces the concept and development process of foreign aid, followed by recalling the course of the Sino-Japanese bilateral aid to Africa, the fact that since the21st century is summarized and analyzed the respective characteristics. The second part, since the21st century, starting from the facts and features of aid to Africa, China and Japan analyses the similarities and differences of the Sino-Japanese aid to Africa motivation, ideas, mechanisms, channels and methods; The third part is that further explored in the analysis of Japanese aid to Africa, the similarities and differences on the basis of the Sino-Japanese competition and cooperation on aid to Africa, and Japan to the aid of experience to the development of China’s foreign aid enlightenment.
