Accompany with its dramatic economic growth, China has increasingly played a decisive role in international development assistance. Among the recipient countries, African countries were no doubt the most important area for China. However, Chinese aid has been increasely criticized by western donors, observers, and even African countries’government, for its overlook of human rights and good governance. During the same period, Japanese government announced a large-scale operation on foreign aid toward Africa. But, when we review the history of Japan-Africa relations, Japan has never focused on this continent. The tension between Sino-Japan relations have been obviously raising since2010when China surpassed Japan to become the world’s second largest economy and territorial issue ignited the anger of the two countries. Henceforth, China and Japan see each other as rivals in various fields, including development assistanceThis study illustrated that Chinese assistance is an economic-oriented aid mode, meanwhile, Japan focus both on the government system and economic through a comparative analysis--including aid history, aid strategies, aid system, aid performance--of China and Japan’s development assistance to Africa. To make a summarization, on the one hand, although China contributed more effort than Japan, it still have to improve effectiveness. On the other hand, it seems less competition on foreign aid between China and Japan, due to the giant gap of development funding toward Africa.
