As the largest developing country and recognized challenger of U.S. hegemony in the world, Relations with developing countries is the basis of China to develop foreign relations to other countries and to break containment and suppression by the United States. There is a close political and economic cooperation between China and the vast number of developing countries which have relations with a good historical source and the reality needs. Developing countries gave valuable support to China on many international issues, and China, as a permanent member of the UN Security Council, is also committed to protecting the interests of developing countries. Choosing the way of peaceful development, China is committed to promoting the harmonious development of the world and common prosperity. Therefore, there is no market in China’s international strategy for the theory of war and hegemony in Western countries, and relations with developing countries is the foundation and bedrock of foreign relations of China after her rise as ever. At this stage, those relations even will be the base point and practical path by which China will break through the old international political and economic order with Western countries as the main part and build a new international political and economic order. Therefore, in the new era, it is necessary providing a unique theory of relations between China and developing countries systematically for China to stand in the world stage.This essay considers philosophy of dialectical materialism as the fundamental analytical method.In the writing, the essay uses academic view of state-centered realism, philosophical view of Chinese classical, Harmonization and Difference Theory and along with liberalism’s core concepts of communicate, cooperate, learn and so on. So that we can learn and use the regular pattern of imbalance in political and economic developments of the world. I use an important interdisciplinary theory. Synergy Theory to analyse and study China’s diplomacy, including diplomatic relations with developing countries since the People’s Republic of China found and contemporary diplomatic relations with developing countries. At the same time, I draw my own conclusion: Follow-up theory of China’s relations with developing countries by bring literature research method, historical research method, comparison research method, case approach, Inductive method follow-up theory puts forward on the basis of fully understanding the regular pattern of imbalance in political and economic developments of the world and in-depth studying the path choice of different countries’co-operate development. Especially selecting some cases of China’s relations with developing countries in Africa in the article, getting a very appropriate conclusion:the "synergy follow-up" model is suited to deal with China’s relations with developing countries. The "synergy-follow-up" model could make more appropriate to summarize China’s relations with developing countries and it has a great universal. The "synergy follow-up" model not only apply to develop relations with developing countries for China, but may also apply to relations between developed and developing countries of democratization of international relations today. In fact, it is also reflected a convergence of trends of large and small countries’ and developed and developing countries’ relations in international society. It is that, a core developing country or developed country must followed by several or many medium-sized countries and small countries. The core country lead them to synergy-follow-up, develop its power, deal with international relations, and the synergy-the follow-up relationship will be more and more equal.In this paper, on the basis of analysis the history evolution in international politics, I abstract three main variables from a large number of variables those affect China’s relations with developing countries:system, public goods, the core country. Based on the perspective of follow-up’analytical method. I build a mathematical equation structure of relations through the three variables, and what is more, I come up with a primary assumption about synergy-follow-up model. It is that when the core country provides more and more public goods, the peripheral system value tend to close to1, then the center system will generate a synergistic-the follow-up model.The whole paper contains three parts, they are prologue, main body and conclusion, and chapter one to four makes the main part of this paper.The prologue mainly discusses the causes of the paper and the research situations at home and abroad, briefly reviews and comments the theoretical research between major powers and developing countries, elaborates ideas of the research and the focus on in this paper, explains the core assumptions of this article, and arrangements the whole article.The first part discusses the theoretical basis for "synergy-follow-up" model and analysis variables. The theoretical basis is interdisciplinary synergy theory and the "follow up" concept the author take out from the international political and economic uneven development of laws. Then the synergy basic principle and the concept of "follow-up" combine together. The author believes that "synergy-follow-up" model has three basic analysis variables:system, the core countries, and public goods. Making a structural arrangements among three variables, a mathematically equation of the "synergy-follow-up" model is proposed to describe and predict the relationships between the big countries and developing countries.The second part discusses five system models of relations between the big powers and developing countries in international politic relations in accordance with mathematical equations of the "synergy-follow-up" model. It is believed that relations between China and developing countries constitute to a unique Chinese-system model.The third part discusses the governance fields and governance mechanisms of "synergy-----follow-up" model of China and developing countries. There are four governance fields and four governance mechanisms in the model.The fourth part verifies the theory above with a case about the relationship between China and the developing countries in Africa.The conclusion part summarize a few problems in "Synergy-follow-up" relationships and proposed solutions of those problems, which is conducive to further improvement of "synergy-follow-up" relationship between China and developing countries.
