Research On The System Of Political Officer Quality Evaluation

Political work is the lifeblood of the army. On the fifth session of the11th National People’s Congress, President Hu Jintao lay great stress on that the Chinese armed forces have all along given priority to ideological and political work. This important exposition, profoundly reveals the important role of the ideological and political construction in the new situation. The political officer is the backbone of the army’s ideological and political construction. It is growing more and more urgent to build a scientific and rational political officer quality evaluation system, for decision support of the political officers’ training, selection and use. For the shortcomings of our military personnel’s quality evaluation, this paper does some jobs in order to provide a valuable evaluation methodology to strengthen the quality construction of military officer.First, on the basis of internal and foreign research about talent quality assessment, chapter one and chapter two are the introductions, that introduce background, significance, basic thoughts and methods of the thesis. It also explains some important concepts about quality, evaluation and the analysis of evaluation principles, types and processes and so on;Second, through the analysis of the political officer’s quality requirements, in accordance with the scientific, completeness, relevance, independence and operational principles, thesis constructs a quality evaluation index system which covers five primary indicators and twenty three secondary indicators, that fill in the blanks that our military haven’t quality assessment index system particular for political officers;Third, this paper takes each evaluation method’s different background into account; it is inevitable there are limitations and inadequacies of typical evaluation methods. By comparing and integrating the typical methods, such as Analytic Hierarchy Process, Fuzzy Comprehensive Evaluation and Data Envelopment Analysis(DEA), thesis has constructed quality evaluation mathematical model which based on AFA-DEA, and improve the quality of the objectivity of the evaluation.Finally, this paper put the index system and evaluation model in to practice, evaluating three political officers’quality from the Political Department, which proves the feasibility and validity of the evaluation system.
