Study On Quality Evaluation Of OSM~3S Under Dual Leadership System

Persomel development boasts of the most important and findamental priority in every field of the imformation era,and quality evaluation,the critical part of personnel developmenthas been widely applied in practice.OSM~3S,as the link connecting militia and armed force,will continue to be under the dual leadership system for a long time.Quality evaluation of OSM~3S will contribute greatly to comprehensive development and quality improvement of OSM~3S.The paper,through an analysis of dual leadership systerm,proposes a quality evaluation index system catering for the characteristics of OSM~3S and details the implication of indexes and evaluation standards.Quality evaluation of OSM~3S is conducted with weighted evaluation method based on the comparison and analysis of several common quality evaluation practices.Horizontal index weighting is set and vertical weighting is also added to different scoring population in accordance with role theory in order to produce more realistic evaluation results.A valid control of data gathering process,followed by the calculation and analysis of the a data gathered using SPSS and evaluation software,will lead to more reasonable conclusions and provide assistance for decision making.
