With the trend of population aging and the increasingly prominent financial pressureof endowment insurance in China,the civil servants endowment insurance is becomingmore and more cumbersome.The civil servants endowment insurance system establishedby the government to protect the basic standard of living of civil servants when theyreach retirement age,it is an important part of the whole endowment insurance.Our countrycivil servants endowment insurance is different from the general members and the financeis supported completely by the State.With the development of social,poor mobility andsocial equity come into the picture in these two coexistence system.Promote the civilservants endowment insurance system reform is not only to improve the civil servicesystem but also helpful to building a harmonious society.This paper are divided into four parts. The first part summarized the basic conceptsand the related theory of the civil servants endowment insurance,then expounds theparticularity of the civil service endowment insurance; The second part provides anoverview of the current development of China’s civil service endowment insurance,pointed out that the main problems and analyzes the causes; The third part introduceforeign typical civil servants endowment insurance system, we can get some revelation forthe reform of the system of civil servant endowment insurance in China.Finally, in thecomprehensive above analysis is proposed on the basis of the mode of positioning and thebasic assumptions of the institutional framework of China’s civil service endowmentinsurance and measures to support the reform.
