As the institutionof excuting criminal justice,prison undertates the important tasks of criminal punishment and reformatiom. The systems of commutation and parole are the important element and funanent means of altering penalty excution. They both play important roles in parallel in inspiring criminal reformation, miniging repeating offenses, maintaining the solemnity of court judgement,and reducing overall administratiue costs. At present, applications of commutation and parole systems bear the two charateristics or dilemma. One is the existence of extensiue applications of commutation with minimal effectiveness of reformation as the results. The other is the relatively more effective parole measures being however applied with limited fashion. The situation,the refore,does not only achieve no expected outcome as far as reformation concerned,but alsodeviate from the ever changing trend of commutation and parole pratice worldwide. As legal systems continually being improved, application systems of the said two measures need to be reformed and improvde according to legal reality. The article discusser in depth the ways of improving commutation and parole systems based on both case studies and cunrent research papers. First of all, the paper proposes the applicabily of commutation system as means of inspiration for those are not eligible for parole. Secondly, within the overlap of the two systems,it suggests a wider scope of applying parole system rather than commutation,providing the former continually udergoing improvement.
