As the enforcement authority for penalty of the state, prison is responsible forreforming criminals by combining punishment and reform, as well as education and work.In2008, Mr. Zhou Yongkang, central political committee secretary, pointed out:“Prisonsshould give first priority to reforming criminals, trying to let them earnestly repent andreform themselves. The rate of recommitting crimes should be considered as the topcriterion of evaluating the work of prisons.” The statement sets new goals for the work ofprisons. They should be responsible for locking up criminals, as well as their ideologicalremolding, making them admit their guilt and submit themselves to the law and becomelaw-abiding citizens. In order to achieve the goal, a system of assessment, rewards andpunishments should be enforced. The system can guarantee the long-term ideological andbehavioral stability of prisoners, motivate their enthusiasm, and improve the quality oftheir reform. The thesis points out the existing problems of the system in terms ofassessment methods, contents, status, authority distribution and coordination and analysesthe roots of these problems. The thesis puts forward suggestions of perfecting the systemby adopting target assessment method and correlation matrix, combining qualitativeassessment and quantitative one. On the basis of Maslow’s theory of Hierarchy of Needsand Two Factors, it suggests improving the assessment, rewards and punishments ofprisoners by enriching its approaches, adjusting the weight of various items, improving itsprocedure and supervision, so as to guarantee the effective work of prisons and the stabilityof the society.
