Research Of Emergency Mechanism Of Environmental Emergencies Hunan Province

In recent years, with the social and economic development, heavy metal contamination is becoming a major environmental problem which is harmful to people’s survival and health. In particular, the sudden onset of a major pollution incident often brings great harm not only for crowd safety and survival, but also for ecological environment. Excessive pursuit of rapid economic development, results in the excessive consumption of resources and energy, environmental pollution, ecological destruction and environmental crisis. Facing a serious environmental and security situation, the environmental emergency management is classified as an important part of the national economy and social development of Twelfth Five-Year Plan.Hunan Province, a "non-ferrous metals province, mainly develops non-ferrous metals industry. On the one hand, it had rapid economic development; on the other hand it also caused great damage to the environment. Because of the relatively fragile ecosystem and limited environmental capacity, long-term accumulation environmental issues have come to the destructive release stage, leading to unexpected environmental events concentrated outbreaks in recent years in Hunan Province. To the intensive, highly hazardous characteristics of Hunan environmental events, the establishment of effective coping mechanism for both the theory and practice are of great significance.Based on this, this thesis makes research on coping mechanisms of environmental emergencies in Hunan Province。Starting from the status quo of environmental emergencies in Hunan Province, this paper introduced the basic aspects of the Environmental Emergency mechanism, the status and features of environmental emergencies in Hunan Province. It also analysis the reasons for the Hunan environmental emergencies occur and introduce foreign the draw of environmental emergencies emergency response mechanism for environmental emergencies in Hunan Province. It studied the current situation and existing problems of Hunan Province environmental Emergency mechanism, and made a perfect response. The paper will made a complete analysis and demonstration about the following aspects。 At first, this paper focuses on the basic category of the Environmental Emergency mechanism。It also defines the concept of emergencies and environmental emergencies, analyzes the characteristics and content, and makes a research on the connotation of environmental emergency response mechanism.Secondly, it is to study the status of environmental emergencies in recent years, Hunan Province. It analyzes environmental emergencies characteristics of Hunan Province. The characters which caused the these unexpected environmental events are the frequently occurrence of environmental emergencies, serious heavy metal pollution and serious damage to the society.Then it discusses the legislative experience of foreign environmental emergencies mechanism. It also studies the legislative experience of the United States, Canada and the United Kingdom and other Western developed countries.Finally, starting from the legislative status quo of the emergency response mechanism in Hunan Province, it first analysis on the overall legislative status quo of China’s current environmental emergencies emergency response mechanism. Then, respectively from the perspective of the emergency plan and the organization, it studies the legislative status quo in Hunan Province and analysis its defects. And we should improve emergency response mechanisms from two aspects, legislation and law enforcement.
