Jilin Province Traffic Administrative Law Enforcement Reform

With the rapid development of Chinese transport and Continuous promotion of administrative constitution reform, the existing traffic enforcement constitution exposed many shortcomings. In order to integrate law enforcement resources, improve the effectiveness of traffic administrative law enforcement, speed up the traffic administration, the reform of comprehensive law enforcement has become a problem, which should be thinking seriously by transportation departments. In particular, along with the smooth implementation of the traffic sector institutional reforms, tax reform of vehicle fuel costs, create the necessary conditions for the traffic comprehensive administrative law enforcement and provide a favorable opportunity for the traffic administrative law enforcement reform. Nationwide, the beneficial exploration and positive attempt of the traffic administrative law enforcement are going on. This thesis based on the basic principles of public administration, combining with the status of traffic administrative law enforcement in Jilin Province, researching the issues involved in the traffic administrative law enforcement reform.The thesis provides an overview on the background and significance of the traffic administrative law enforcement reform, describes the basis and advantage of the reform, defines and clarifies the concept of the traffic administrative law enforcement, and proposes the four characteristics of the administrative law enforcement.From the separation and balance of rights theory, the efficiency of the system theory, the physical contradiction theory and the scientific development theory four aspects to analyze the reference and guidance of the traffic administrative law enforcement reform, then provide a theoretical basis.Introduce the status of traffic and the situation of traffic law enforcement agencies setting in Jilin Province, and the performance of exploring and achieving traffic administrative law enforcement. In the same time, this thesis conscientiously sums up the experience of domestic and international traffic administrative law enforcement, and gets some revelation from it.Finally, this thesis detailedly research traffic administrative law enforcement reform program in Jilin province, and formulate reform countermeasures.
