The Law Problem Analysis Of The Comprehensive Administrative Law Enforcement Reform In Alax League Of Inner Mongolia

Under the background of comprehensively deepen reform,the third and fourth plenary session of the of the eighteen of the communist party of China on deepening the reform of the administrative law enforcement system reform put forward concrete direction.Through the integration of law enforcement main body,relatively centralized law enforcement,law enforcement in a comprehensive way,reduce administrative enforcement measures such as hierarchy,further speed up the integration of government agencies,cut duplicate law enforcement,so as to improve the efficiency of administrative law enforcement.Under the guidance of the super-ministries reform ideas,the comprehensive reform of administrative law enforcement in Shenzhen,Shanghai,Zhejiang and other places have been launched comprehensive reform of administrative law enforcement practice and exploration since 2009,the current roughly reflected in the following aspects:firstly,we need to carry out internal comprehensive law enforcement with integrated law enforcement main body;secondly,we need to promote cross-sectoral or interdisciplinary comprehensive law enforcement;thirdly,we need to compress the administrative level and strengthen the cities and counties in the unity of the two levels of government leadership and coordination.The comprehensive administrative law enforcement reform practice that carried out in Alxa League composed of a number of comprehensive reform:the market supervision,tourism,agriculture,urban management,and other areas and departments at the same time in reform of the various work,meet the demand for all aspects of the comprehensive administrative law enforcement reform exploration,provides an important reference value to the local governments of other parts of the country.The purpose of this study is to studyAlxa League's comprehensive administrative law enforcement reform progress and existing problems,and on this basis,further to analyze the reasons and puts forward the improvement of the feasible countermeasures.The first part of this paper,the present situation of the comprehensive administrative law enforcement in Alax League of Inner Mongolia reform is analyzed,including the situation of Alax League reform,the progress of Alax League enforcement,and the effect of Alax League reform;The second part,analysis of the problems caused by the reform of the enforcement and analysis of the causes,including the problems existing in the enforcement and the analysis of causes of these problems;The third part,the discussion of the improvement of the reform measures,including several aspects:perfecting the legal system of the enforcement,promoting of the reform of the enforcement through a variety of reform direction in parallel,strengthening the enforcement fusion,exploring the forms of enforcement across the administrative regions.
