| Due to the Traffic Administrative Enforcement (TAE) can avoid enforce law by many ways and authority intersect and duplicate efficiently, it becomes the direction of reform and development,various localities of whole nation all conduct the extensive practise and explore. Even so, the theory research of TAE is still in preliminary stage. According to fundamental principle of administration and management, combine with reform and practice of TAE,this summary research problems regarding to the feature and implement of TAE.This summary clarify and definite the concept of TAE, combine with concept of administration law enforcement, administrative enforcement and feature of TAE, proposed the concept of TAE,also proposed the four features for the uniqueness of the main part for TAE, comprehensive range of law enforcement, comprehensive law enforcement powers and statutory procedures required to confirm.Analysis respectively from Management entropy, System thory,Efficiency thory and The principle of fairness, find out the significance of TAE reform, provide a theoretical the basis for the following Administrative law enforcement system in Gansu province.This essay introduced the history of the TAE in our country, and sumarized the traffic condition in Gansu Province and organization of TAE, and analyzed the state of the TAE at present in detail. This essay also discussed the problems existed in the function and organization of TAE and analyzed the reasons caused these problems. After sumarizing the practice of domestic and foreign traffic law excution, meaningful conclusion was made to the reforming of domestic especailly Gansu TAE.The details of Gansu TAE reforming method was designed in the end. The legal basis of TAE was pointed out to state its legality. Relative research result was referred and the characters of different TAE style were analyzed and choosed the style that comformed to Gansu condition. Typical problems and key difficulties during the TAE were analyzed.
