China's Public Policy During The Transitional Period Of Conflict Analysis

With the political, economic, cultural and social areas of change, social structure,re-adjust the pattern of interests, the increasing variety of deep-seated contradictionsintensified, the fundamental change of public policy’s environment increases thegovernment policy decision-making and the difficulty of operation, there have beenvarious forms of public policy conflict. Policy implementation is not conducive toefficient, smooth running and completion of policy objectives to reduce thegovernment’s credibility and undermine the image of the government policy conflictsgovernance imperative. Based on the harm of the public policy conflict and under thebackground of social transformation, the thesis analysis the policy issues related to theconflict from the perspective of the policy subjects and system to benefit incentives asfoothold. First of all, defined to the concept of public policy conflict; Then analysis theperformance and influence of the social policy conflict; Based on this, research thecauses of policy conflict; Finally, draw lessons from western management model at thesame time, and put forward accord with the situation of China policy conflictmanagement countermeasures, so as to provide theoretical guidance for deepening thereform.
