With the rapid development of economy and the increasingly active of social thought as well as re-layout of the interest structure, China has been at the peak of coping to emergencies. No matter whether it has the ability to solve a variety of complex problems or to improve the ability of resisting all kinds of risks which are directly related to the public attitude even the fortune of the Party, the Communist Party of China(CPC) has confronted with adrupt challenges. So it is necessary to comb and analyze the emergencies in Shanxi since1978, so as to summarize the lessons and strengthen the CPC’s ability in responding to emergencies, which aims at improving its ability to govern, consolidating the ruling position, and creating a stable social environment for the construction and development in Shanxi.The article is divided into introduction, body and conclusion.The first part is the introduction, which mainly introduces the research background and signifance, research methods, research status, research ideas and innovative points.The second part is consisted of five chapters. Chapter One mainly discusses the definition of crisis, emergency and emergency management; analyzes the main characteristics and classification of the emergency; also analyzes the necessity of the construction of emergency management ability. Chapter Two combs the emergencies in Shanxi since1978; analyzes four typical emergency cases according to the classifation; at the same time, based on the analysis of the cases it points out the experience and deficiency in the emergency management process. Combined with the analysis of the cases, Chaper Three further points out the current situation and problems of the emergency management in Shanxi. Chapter Four, analyzes the United States, Japan and Russia’s emergency management system; summarizes the references of the three countries. Chapter Five summarizes the historical enlightenments from the view of the the party’s ruling ability, so as to deal with all kinds of emergencies and constantly enhance the party’s ruling ability.The third part is the conclusion which summarizes the writing characteristics; proposes continue to focus on the development of emergency management in the future, hoping to do my research on the emergency management.
