In the Chinese market economy, small micro enterprise as a kind of enterprise form have already existed, and they have a very important position. Also, small micro enterprises have a large portion of the enterprise numbers in China. They have become to promote the development of national economy of the indispensable power. But for a long time, because the government has been to small miniature enterprise, especially the concept of miniature enterprise and the scope of the provisions of the lack of clear, leading the micro development of enterprise is great limits it difficult to enjoy should have the support of the policy.
