Start-Up Small And Micro Enterprise Government Support Research In Xi'an

Since the public entrepreneurship innovation was announced,a wave of innovation and entrepreneurship has been set up across the country.The early form of business startups manifests as small and micro enterprises,so researching on government support for small and micro enterprises is crucial,which is not only related to the survival of small and micro enterprises but also related to the effects of government's entrepreneurial support policy.It is the important basis which determines the entrepreneurial support policy to continue,modify or stop.Xi'an is the economic and cultural center of Shaanxi Province.In order to promote entrepreneurship and encourage innovation,support the development of small and micro enterprises in Xi'an,the local government has launched different entrepreneurship support policies for different entrepreneurial parks.In order to understand the specific situation of Xi'an start-up small and micro enterprise government support,in the context of mass entrepreneurship innovation and the government's strong support for start-up small and micro enterprises,this paper aims to solve the pain points of small and micro enterprises,and better implement the entrepreneurial support policy,bottom-up promote the new development of small and micro enterprises in Xi'an,and stimulate the vitality of small and micro enterprises.Therefore,based on the entrepreneurial support policies promulgated by the government,using literature research methods,comparative analysis methods,government discussion methods,and case tracking methods,etc,this paper takes Xi'an start-up small and micro enterprises as the specific research object,and specifically analyzes the current situation and problems of the government support of small and micro enterprises in Xi'an by summarizing and sorting out the advanced experience supported by the developed cities at home and abroad to provide targeted policy advice.Based on market failure theory,scale economy theory and service-oriented government theory,this study firstly analyzes the specific measures and achievements of Xi'an start-up small and micro enterprise government support,including the national level,Xi'an local government level,and the start-up park level.Then this paper summarizes the results achieved in terms of the number of new ventures,corporate survival,operating income,business differentiation and market demand,financing channels and preferences after the implementation of support policies.Secondly,based on the government's support for the start-up of small and micro enterprises in Xi'an,the problems were found,including the imperfect fiscal and tax reduction and financial support policies,inadequate hardware and equipment,and inadequate government management and service functions,the imperfect incentive mechanism for talent innovation,and the reasons for the existing problems are four reasons:the imperfect policy of supporting policies,the excessive level of support policy,the cross-sectional management services of local governments,and the lack of field research experience of government departments.Then,this paper puts forward four aspects to learn from the advanced experience of developed cities at home and abroad,including the establishment of a complete system of government support framework,fostering a good entrepreneurial culture atmosphere,supporting and introducing high-level talents,and establishing and improving the financial system.In response to the current situation of government support for small and micro enterprises in Xi'an,this study proposes to optimize the government support measures for start-up small and micro enterprises in Xi'an:Firstly,expanding the coverage of support policies,establishing and improving the financial system,and establishing a risk-sharing mechanism for entrepreneurship to improve fiscal and tax reduction and financial support policies.Secondly,adjusting spatial layout to form agglomeration effect,stimulating technological innovation to promote transformation mode,accelerating improvement and promoting industrial upgrading to promote technological transformation of small and micro enterprises.Thirdly,establishing power list and responsibility list,establishing multi-layer policy information dissemination platform,establishing network connection with small and micro enterprises to optimize government management and service functions.Finally,improving talent management from three aspects:optimizing government management and service functions,vigorously introducing talents to dig deep into demographic dividends,and improving service platform to promote talent innovation incentives.Based on the above analysis,innovative results of this research include the following arguments:(1)This paper reveals the development status and government support status of the start-up small and micro enterprises in Xi'an.This research takes the public entrepreneurship innovation as the background,takes the specific city of Xi'an as the foothold,takes the specific subject of start-up small and micro enterprises as the research object,and uses the four start-up park platforms as the basis to analyze the new ideas and new measures of government support accurately and comprehensively.(2)This paper reveals the achievements and existing problems in the actual operation and implementation of the government support policies of start-up small and micro enterprises in Xi'an,and deeply analyzes the causes of the problems in order to provide important theoretical support for the revision and adjustment of government support policies.(3)Based on the advanced experience of developed cities at home and abroad,the paper puts forward the policy recommendations for optimizing the government support of small and micro enterprises in Xi'an,which provides theoretical and practical guidance for the flourishing development of small and micro enterprises in Xi'an,and also provides reference for the improvement of the government support framework.
