"Hunger breeds discontentment.", Food safety is related to people’s lives and health, affect the social stability and national security。 In recent years, as the food safety incident occurs, the continuous exposure, people gradually realize that food safety problem is a kind of social risk, to human health or the environment adversely effect the likelihood and severity of。 This adverse effect is provided by a food hazards caused by, it has uncertainty, objectivity and testability。 According to Beck’s theory, risk society on people’s greatest threat is unknown and unexpected results become the impact of social and human life is important strength. Food safety risk is so, it is with the continuous development of productive forces and of generation, and can be controlled through the regulation means. It not only promotes the human behavior introspection and self-criticism, even in modern society has become the main motive force of development, promote the modernization of self transformation.This paper focuses on the government regulation on food safety risk.。 Risk regulation, namely the establishment of professional institutions, potentially contributing to the public hazard risk assessment and monitoring, and through the development of rules, supervision and enforcement of legal means to eliminate or reduce risk activity. Risk management is a typical" decision to the unknown " in the field, so one of the most important principle is" the precautionary principle", requirement risk regulation on the risk control of science to consider the uncertainty of risk. China in the09years to develop the" food safety law", provides risk detection and assessment system, indicating a government began with risk and risk regulation theory in the supervision of food safety problem.From the aspect of legislation, China has basically established a food safety risk regulation system; the regulation means and methods, and gradually with the world, has introduced some advanced methods. However, in the implementation process, there is still some problems to be solved. If the risk regulation institution confusion, individual system is not perfect, law enforcement personnel and professional technical personnel is not high, the risk control of the blind. Faced with these problems, the article from the three angle put forward to perfect the conception of risk regulation. In the aspect of legislation, perfecting the traceability system, strengthen safety credit system construction, perfect risk detection and assessment system; in terms of implementation, to improve the executive and administrative relative person’s relations, improve law enforcement quality and professional level; in addition to the improvement of the people’s trust on the government, improving social credibility. The government’s coordination, to be better on the food safety risk regulation.
