With China’s economy develops rapidly and people’s living standards got improved, the public demand gross increases constantly, China has already entered the new historical stage of building a well-off society in an all-round way. However, the construction of public service capacity of each local government lags behind the economic development, public service ability is relatively weak, local government can not meet the demand of public service, the issue that public service has not reached the designated position is still outstanding, which earnestly needs to strengthen further.Taking public service as the starting point, this paper introduces theory on local government public service capacity. Based on the ability of government public service theory and a reference to the overseas developed country public service capacity building model, this paper analyzes present situation and problems of our local government’s public service capacity, then further points out China’s public service capacity construction deficiency, which mainly are weak public service awareness and ability, undesired function change and incomplete public service systemThe purpose of this paper aimed at doing a research on the grass-roots government’s public service capacity, combining Xinjiang rapid development, closely linking to the situation of Kashi as a special economic zone, through summary of our country public service capability, mainly with the Kashi area real situation, through empirical investigation to the Kashi City Hall building of public service capacity, this paper analyzes reasons of these problems and puts forward the countermeasures and suggestions to strengthen Xinjiang Kashi city hall public service capacity, promoting our country grass-roots public service ability.
