National Region Local Government Public Service Capacity

With the rapid development of China’s economic and social strength of the continuouslyenhance the continuous deepening of democracy, the masses of the ethnic areas of publicservices, increasing demand and continued expansion of the county (banner) to give a truelevel of government as close to people’s primary government reflect people’s needs andpreferences of its public service as an important function of the government plays animportant corner, grass-roots government, however, not yet fully establish a public serviceawareness, the provision of public services is a serious shortage, restricting people’sproduction and living conditions upgrade, to a certain extent, affected the region’s economicdevelopment and social stability. In recent years, the state attaches great importance to thelivelihood issues, that is, the topics discussed in this article-the issue of public service. Thecurrent situation of China’s national grass-roots public service, to improve public servicecapacity of grass-roots government, to improve people’s living standards, to meet the growingneeds of the masses, and promoting national economic construction in a steady feed, andpromote the building of a harmonious socialist society, has become an urgent task of theoristsand practical work department.In this paper, by using comparative studies and literature research methods to sort out thetheories of public services, while the use of case studies to empirical research, based on theanalysis of ethnic areas counties (banners) level of public services status quo, and itsinfluencing factors; foreign theory and practical experience in the draw to find ways ofupgrading county (banner) level of government public service capacity.
