Local Government Public Service Capacity Building Research

Political system is a complex and huge system which relate to every aspect of national life,and even a slight move of it may affect the whole country;on the other hand,local government,as the most basic part of that system,connect closely with the country's people.Therefore,it is necessary to start from local government whenever a country intends to reform its political system.To set up a system of social management and public service core-oriented local government organization in our country has become a requisite once we aim to build political civilization and a harmonious society as well.Based on the local government---the most basic part of the political system in the country,this thesis tries to find concrete methods to promote local government public service ability by looking into the public service supply situation and analyzing the reason of the public service capacity building issues.The author also hope that through the study of this subject,political system of the local government in our country would be reformed towards a more qualified direction,socialist modernization construction in our country can be finished as soon as possible.This article analyzed typical cases existed in local government public service capacity,interviewed certain individuals and used a variety of research methods to exploit the performance of local government public service.Through the accounting of data,it can be learned that the operation of local government public service in our country is insufficient on average;neither individual regions nor between urban and rural development is not balanced;each subsystem just begin to take their shape… It is particularly of great importance and emergence to improve local government public service abilities pointedly.The thesis illustrates the validity of the project briefly by means of understanding its background at home and abroad,the development,research status and shortcomings and accordingly establishes theoretical basis,research direction and the settling problems.On the basis of the theoretical exploration,this thesis analyzed the practice pattern of the foreign government public service ability construction while extracting valuable experience worthy of our reference.The thesis firstly employs a large amount of data to confirm the remarkable achievement by our local government in the construction of public service in our country,and from every aspect to analyze the construction of concrete and causing reasons,Data speaks louder during the process of the whole illustration and get the conclusion naturally.Directed by these objectively existing questions,the author proposed several suggestions,hoping to help improve our country's public service abilities better.
