Jurisdiction of International Civil Procedure (JICP) reflects the basic principle ofthe national sovereignty; it is the key issue of the entire international civil procedure.China and Russia are friendly neighbors; they have frequent communications in civiland commercial area. Russian JICP laws have some advanced legislation in theregulation and presented some unique characteristics. This paper analyzes the contrastbetween the two countries legislation, and found that Chinese current legislation haveproblems. The legislation of Russian JICP has some outstanding places in exclusivejurisdiction, contractual jurisdiction, implement the judgment of foreign courts andcorrespond with the international trend; it is worth our country to learning.This paper use historical analysis, comparative analysis, summarizes etc. Thearticle has three parts: the first part, combed the concept of JICP, characteristics andsignificant. The second part contrasts the current JICP legislation of China and Russia,the evolution of JICP of the two countries, and then comparative and analyzes thecurrent legislation in four aspects: regional jurisdiction, agreement jurisdiction,exclusive jurisdiction under the foreign court decisions, summarized the same anddifferent places in JICP between the two countries. The third part, the author findflaws in Chinese JICP legislation basing on the contrast in the second part, and at last,give some suggestions to improve our JICP legislation by referencing internationalachievements and some countries’ advanced legislation.
