The Reserve Cadre selection system is an important part of the Chinese Party leadership cadre selection system, is a crucial content of our democracy construction, is the basis step of building an excellent political leadership and reserve cadre teams. Thfs paper analysis and compares the reserve cadre selection modes of Putuo District, Zhejiang, Liuyang City, Hunan and Huangpu District, Guangdong, conclude the problems we have on the reserve cadre selection system, with which, we source the reason and finally offer the relative improving ways and reference advises for perfecting the system.This article is divided into five parts; including the first part is the introduction, the remaining four parts for four chapters respectively. In the introduction part is mainly to introduce the research background, the research significance and the present situation of research both at home and abroad with The Reserve Cadre selection system.The second part is mainly to the related concept, theoretical foundation and historical evolution in this paper. First of all, define the concept of The Reserve Cadre and connotation of The Reserve Cadre selection system. Secondly, this paper expounds theoretical basis of The Reserve Cadre selection system, mainly from two aspects like the system and cadres thought. This article mainly from the public sector human resources management theory is also discussed in the western countries is the administrative personnel recruiting cadre and selection, Cadre thought is mainly analyzed in Marx, Engels, Lenin, Stalin and socialist famous people thought of cadres. Based on this, this paper outlines the Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao thought of about choosing and training of the cadre. The last part is reviews and discussed The Reserve Cadre selection system the historical evolution process.The Third section is mainly analysis the commons and characteristics of selecting modes in Putuo District, Zhejiang, Liuyang City, Hunan and Huangpu District, Guangdong.The Fourth part is basis on the third section; we further extend the existing problems of our reserve cadre selecting system and the reason cause it. Problems, The selection process form now, choose standard elastic space is large, The Reserve Cadre structure is not rational selection work, democratization and low transparency etc. The reason for this is two levels:thought levels and system level, etc.The last section is for offering relative advices for perfecting our reserve cadre system, to help select a sufficient, multi-talented, professional and high quality leadership team. For solving the problems we stated in the fourth part, First to change the concept of democratic consciousness strengthen the selection, secondly, the selection of standard of mothball cadre quantitative, once again, to perfect the reserve cadres the selection of the investigation system, finally strengthen mothball cadre selection system of effective supervision...
