Since the work of selecting and transferring students has been carried out in China,the team of selecting and transferring students has been gradually recognized by the party and government organs at all levels and the people,and has made obvious achievements in optimizing the structure of the cadre team and enhancing the quality of the cadre team.In the new era,the state pays more attention to the selection and transfer of students.Jilin Province also combines the work practice,innovatively divides the selection and transfer of students into comprehensive selection and transfer of students,grass-roots selection and transfer of students and other aspects,and vigorously promotes them.As a typical prefecture level city in Jilin Province,s city has also actively implemented the policies of the higher level,and has made some achievements.At the same time,it has encountered some difficulties in the selection and transfer of students at the grass-roots level.Based on the theory of human capital and the theory of two factors,this paper makes an in-depth analysis by using the methods of literature analysis,investigation and research,focusing on the goal of promoting the scientific development of grass-roots students' selection and transfer,and expounds the differences between grass-roots students' selection and transfer,civil servants,College Students' village officials,comprehensive students' selection and transfer,and professional students' selection and transfer.Combined with the actual situation,the grass-roots students' selection and transfer in s city is carried out at a stage This paper summarizes the basic situation in the aspects of team structure,assessment management,selection and transfer procedures,entrance management,etc.,and summarizes the achievements in optimizing the grassroots cadre team,improving the grassroots office efficiency,and creating a new path of training cadres from the source.At the same time,from the perspectives of school,government,society,and individual candidates,combined with the actual work needs and requirements,it specifically points out that the overall quality of candidates is not strong,the organization design of local Party committee and government is not scientific enough,the universities and specific service villages pay less attention to the selection of students at the grass-roots level,and the initiative of the selection of students at the grass-roots level This paper analyzes the causes of the problems in the aspects of exerting,the management of the local Party committee and government,and the understanding of the work of selecting and transferring students in Colleges and universities and specific service villages.In the latter part of the article,the advanced experience and practice of some places are introduced,and the work enlightenment is discussed from the aspects of ideological understanding,organizational guarantee,macro management and specific training.At the end of the paper,the author puts forward the concrete countermeasures from the following aspects: the active experience of the selected students,the change of the concept of the local Party committee and the government,the dispatch of colleges and universities and the enhancement of the work of serving the villages.
