The community direct election as one kind of direct democratic system inputting, is for the purpose of manifesting community inhabitants ' right in community self-organizing governance, also has provided a fair competition opportunity to the candidates. The candidate wants to win in the election, has the certain human capital besides oneself, obtains the essential social capital is necessary. The candidate is rational, would measure the category and the value of its social capital in the community direct election, and adopt the corresponding mobilization behavior according to this. The thesis is a case study on J community of W city, by using Social Capital theory, tries to explain the candidate's behavior logic of adopting "difference mobilization behavior" to its different type social capital in the community direct election, analyzed the influence to the candidate and to the democratic system achievements of the community direct election which brought by the candidate's "difference mobilization behavior" ,and proposed the countermeasure suggestions which could change the candidate's "difference mobilization behavior".In the process of The J community direct election, the candidates certainly didn't positively develop the public campaign facing the community inhabitants and the mobilization motion striving for the ballot support, but positively strived for the support by the community party branch and the street office. From the object of "the candidate'sdifference mobilization behavior" --different type social capital, explained itsbehavior logic, analyzed the category and the value of its social capital in the community direct election in the first.Looking from the present governance situation of our country city community, the community governance network contains the "crosswise" and the "longitudinal" two kind of networks in fact. The community inhabitants' right is contained in the "crosswise" network, the authority of the community party branch and the street office is contained in the "longitudinally" network. Just as for the candidates, two kind of networks manifest the different value social capital in the community direct election, in the situation deficient of the "crosswise" network, the candidates surely can strive for sources exterior the organization, the community party branch and the street office is in the high end position of the "longitudinally" network, is better social capital, thus explained the candidates' logic behind the "difference mobilization behavior": the flaw of the "community crosswise network" and the developed of the "community longitudinal network".There are three points of the influence of "the candidate's difference mobilization behavior": first, caused the candidate to obtain the better social capital, finally was successfully elected; second, in the situation deficient of the "crosswise" network, community inhabitants deficient of the participation enthusiasm, facilitated the community direct election smoothly to carry on; third, reduced the democratic system achievements of the community direct election, caused big discount the democracy of the community direct election.On the basis of analysis above, the thesis proposed the suggestion which could change the candidate's "difference mobilization behavior": improve the environment of the community direct election. First, develop the community longitudinal network crosswise, establish the equality mechanism between community residents' committee and community party branch, community residents' committee and street office; second, growth the community crosswise network, raise the community inhabitants' citizen consciousness and public spirit.
