The Research On The Current Problems Of Bribery In Electing Village Committees

Village committees are the autonomous organizations at the grass root level, which become the backbone to accelerate the economic development, maintain social stability and promote the harmonious society. The bribery behavior in electing village committees, seriously damages the democratic rights, destroy the normal order of the election, interferes with the healthy development of rural grassroots democratic political construction, affects the rural economic development and social stability. Researching on the bribery in electing village committees and exploring the effective measures of management of bribery, is an essential requirement to promote the building of rural grassroots organizations level, promote the construction of democracy process, and promote economic and social progress and sustainable development.At present, there are some achievments in research of bribery in electing village committees, but most of which are universal static analysis of the reasons and measures about bribery in electing village committees. There is a lack of specialized study on new ways and new characteristics shown in the current bribery behavior, and the prescriptions have poor pertinence and operation.By means of observation, investigation, interview of the village committees elections, the author has a clear vision of the operation mode, the problems and the psychology of the villagers in electing village committees. Therefore, this article mainly focuses on the new characteristics shown in the current bribery behavior, taking a cross-sectional and longitudinal comparison way, and making a conparison among the characteristics shown in the current bribery behavior of the different areas and different periods. Then try to expore the law of development of bribery problems, and discuss the new characteristics and new trends of the current bribery behavior. Bribery is a product in a particular period and under a specific environment, which is affected both by the local environment, their fathers’ households, and by the economic interests and the political benefits in the new period. The article makes a profound analysis on the reasons of bribery, which are mainly four: economic interests, social environment, the institutional factors and psychological impact.On management of bribery in electing village committees, we can not simply take stopgap measures. We should combine prevention with punishment, the macroscopic and the microcosmic. promoting The election should be promoted on a full scale from the legal protection, system design, punish measures, environmental improvement and organizational leadership. We should constantly improve the rural grassroots democratic atmosphere and lay the foundation for the scientific and ecological development of the village committees elections.
