In Recent Years, The Village Committee Election Bribery Study

Election of villagers'committee is the most widely grass-root democratic politics in China and the key link influencing construction of new socialist countryside. Democratic elections help to mobilize and exert people's enthusiasm, initiative and creativity which in turn helps the democratic development of socialist. But with the development of rural elections, bribery at election, as the byproduct of democratic elections, also appears. This not only damages the development of grassroots democracy in rural areas, but also affects the steadiness and development of the rural society.Bribery at an election is the result of a variety of reasons, that is, the result of interaction between political factor, economic factor, social factor and institutional factor. The candidate who has got success in election has got some economic and political interests. In addition, lack of system exacerbates the illegal acts. Especially in rural areas, history has left too many traditional things, the concept of clan is still widespread in rural areas. These factors will inevitably lead to the occurrence of bribery at elections. So how to prevent bribery at elections of villagers' committee in order to ensure the smooth progress of the villagers' committee elections is the urgent problem we have to solve. This paper can be divided into three parts: The first part of the paper has analyzed the concept of bribery at elections defined by the existing laws and regulations and its defects.The second part has discussed the way and characteristics of bribery at elections. in addition, it has also clarified its hazards to democratic politics, rural economic development and social stability.The third part has deeply analyzed the reasons for emergence and existence of bribery at election from causes of bribery, influence factors of voters' choice, efficiencies in election system and aspects of traditional culture.The last part, based on the analysis of various causes of bribery at election, has put up with some measures of preventing bribery of election. We need to take decisive measures not only in legal regulations but also in social governance aspects.
