Corruption is the natural enemy of development, governance of corruption is the common goal of worldwide governments. The current situation of anti-corruption China facing is not optimistic, which presented a serious challenge for the ruling party and government’s legitimacy. To fundamentally govern corruption, a perfect national integrity system must be built up to prevent corruption from the source. As a systematic project, the national integrity system is also a specific application of “governance”theory in the field of anti-corruption.Relying on the theory of “governance” and the theoretical framework of national integrity system, the article analyzes the Chinese national integrity system, including the history, construction, functions and characteristics of the system, through investigation,literature review, case study, comparison and other research methods. The author also pointed out current defects and problems of China’s national integrity system through three conditions constituting the corruption——public power and resources, corruption motive, corruption opportunities.In addition, basing on the perspective of governance and drawing lessons from New Zealand and Singapore, two typical countries’ construction experience of national integrity system, strategic suggestions on China’s national integrity system is put forward: from the perspective of public power, a system of power list should be set up,and the reform of administrative examination and approval should be deepened. While from the view of corruption motive, improving the opportunity cost of corruption, at the same time improving the anticipated cost of corruption. Last but not the least, as for corruption opportunities, the officials’ property declaration system should be promoted,and the civil society and media should play a more important role in supervision as well.
